SENATE CONCURRENT RESOLUTION NO. 22

Requesting the joint committee on government and finance to make a study of the process of all state boards and commissions of examination and registration whose duty involves the issuance of licenses.

Whereas, There are, within the government of the state of West Virginia, numerous boards and commissions of examination and registration whose duty involves the issuance of licenses to applicants; and
Whereas, The boards and commissions of examination and registration who issue licenses to applicants have increased to a point which appears to overlap the responsibilities of other boards and commissions; and
Whereas, The citizens of West Virginia deserve the right of the orderly process of government; and
Whereas, In the process of the study conducted by the joint committee on government and finance, an examination of consolidating all boards and commissions of examination and registration who issue licenses shall be considered with those boards and commissions whose duties are either the same or similar to the duties of another board or commission; and
Whereas, The Legislature is responsible for the orderly process of government; therefore, be it
Resolved by the Legislature of West Virginia:
That the joint committee on government and finance is hereby requested to makeconduct a study of the process of all boards and commissions of examination and registration, who issue licenses to applicants; and, be it
Further Resolved, That the joint committee on government and finance shall report itsthe findings of the relating to all boards and commissions of examination and registration, whose duties include the licencing of applicants, together with drafts of any legislation necessary to effectuate its recommendations, no later than the
first day of January, one thousand nine hundred ninety- eight; and, be it
Further Resolved, That the expenses necessary to conduct the study and to prepare appropriate reports, recommendations and proposed legislation be paid from the legislative appropriations to the joint committee on government and finance.
